The UAE Ministry of Higher Education and Scientific Research has introduced a new Outcome-Based Evaluation Framework (OBEF) under its University Guidebook Version 11, marking a significant shift in how higher education institutions are assessed.
The updated system moves away from traditional input-based metrics and places 50% weight on Graduate Success and Learning Outcomes, reflecting a stronger focus on employability and real-world skills. The framework is structured around six pillars: Employment Outcomes (25%), Learning Outcomes (25%), Industry Collaboration (20%), Research Outcomes (15%), Reputation (10%), and Community Engagement (5%).
A total of 24 key performance indicators guide institutional evaluation, supported by data-driven benchmarking to ensure consistency and comparability. The framework also introduces a “Future Readiness” component, assessing alignment with emerging technologies, skills, and AI-enabled learning.
Developed through consultations involving over 700 stakeholders, the system aims to enhance transparency, streamline evaluation processes, and support evidence-based decision-making Officials say the reform aligns higher education with labour market demands while strengthening the UAE’s ambition to build a competitive, knowledge-based economy.
